CITY PLANNING & COMMUNITY INVESTMENT AND DEVELOPMENT SERVICES DEPARTMENTS COMMUNITY PLANNING GROUP 2010 WORKSHOP SCHEDULE
The following workshops have been developed as a resource for elected members of the City council-recognized community planning groups:
January 28, 2010 - Neighborhood Code Compliance Training
Location: 9192 Topaz Way, Kearny Mesa Time: 6:00 p.m. - 8:00 p.m., RSVP required to attend
Planning group members are invited to attend this training session to learn how the Neighborhood Code Compliance Department enforces planning and zoning regulations, building codes, substandard housing, illegal grading, encroachments, noise, graffiti, and vacant buildings. Many communities partner with the City in enforcement programs. The session will also cover special enforcement efforts and community participation programs.
February 25, 2010 - “What to Know When Reviewing Projects" Advanced Workshop
Location: 9192 Topaz Way, Kearny Mesa Time: 6:00 p.m. - 8:00 p.m., RSVP required to attend
Council-recognized community planning groups have a role in the review of discretionary projects in their community. This advanced development review training session is a follow-up to the basic session given at the 4-hour COW. This session will provide members with a higher level of understanding of the City’s review process and additional techniques for providing effective comments to the City for consideration and inclusion with the decision makers’ information on the project.
April 29, 2010 – Advanced CEQA Training
Location: 9192 Topaz Way, Kearny Mesa Time: 6:00 p.m. - 8:00 p.m., RSVP required to attend
Recognized community planning groups have a role in the review of discretionary projects in their community. Copies of development plans for new projects are forwarded to the group early in the review process. Hear about some ways to provide effective comments to the City for consideration and inclusion with the decision makers’ information on the project. Additionally, learn how the City’s environmental review process under the California Environmental Quality Act (CEQA) affects public and private development projects.
May 15, 2010 - Community Orientation Workshop (COW)
Location: 9192 Topaz Way, Kearny Mesa Time: 8:00 a.m. - Noon, RSVP required to attend
Attendance by all elected planning group members at a COW session satisfies the requirement for planning group members to complete an orientation training session or Electronic COW (E-COW) within 12 months of being elected or appointed to a planning group. The session discusses City Council Policy 600-24, “Standard Operating Procedures and Responsibilities of Recognized Community Planning Committees”, and is a great opportunity to hear dialogue about operations of community planning groups. This four-hour workshop includes breakout sessions with speakers from a variety of City departments.
June 24, 2010 - Planning Committee Operations Workshop
Location: 9192 Topaz Way, Kearny Mesa Time: 6:00 p.m. - 8:00 p.m., RSVP required to attend
Each year City staff conducts a training session for community planning group chairs and vice-chairs to maximize meeting effectiveness. Topics of discussion include agendas, running the meetings, Council Policy 600-24 Administration Guidelines, and the Brown Act. The workshop is intended to assist chairs and vice-chairs in maximizing meeting effectiveness techniques. It's also a great opportunity to hear dialogue about generally required procedures, operations of other community planning groups, and to share planning group experiences and information with other chairs and vice- chairs.
September 23, 2010 – Planning 101 Training

Newly elected planning group members are invited to attend the new Planning 101 training. This session will provide a basic overview of the planning process and how San Diego plans. Topics for this training include: the General Plan; community plans; zoning and the Land Development Code; the relationship between planning, zoning, and implementation; a brief introduction to the California Environmental Quality Act (CEQA); and the who’s who of planning at the local, regional and state level. Time will be reserved for a question and answer session at the end.
October 28, 2010 – Historical Resources Training
Location: 9192 Topaz Way, Kearny Mesa. Time: 6:00 p.m. - 8:00 p.m., RSVP required to attend
Planning group members are invited to attend this informal training session to learn how the City identifies and protects our historical resources. The review process for determining when a historical resource is present and the regulatory framework for designated historical resources will be discussed. The use of historic surveys in the community plan update process and historic preservation incentives, particularly the Mills Act tax reduction, will be presented, as well. There will be plenty of time for questions and answers at the end of the session.
